Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of conflicting incidents captured the bleak nature of the current period. By day, political struggles are fought: optimistic declarations are released from multiple capitals. Considerable effort is expended on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capacity enabled by current data. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats streaked across the sky – modern combat jets provided to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons activated: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through partner states. Every deployment shakes the surroundings, causing tremors. The brief panic quickly transforms into resigned acknowledgment: maybe the hostile projectile won't cause damage this time, sparing the city from ruin and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.
Intermittently, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's essential dependence on international aid – a dependence that regional partners are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The 28-point plan from American leadership provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This cycle will, undoubtedly, continue.
Political Considerations
It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unrealistic to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from thinking that the situation will not change more in its advantage in the near future.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but avoiding a total frontline collapse until circumstances change in its favour.
Present Conditions
Factually, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a just a single week to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all served their function.
While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show certain reluctance to modify developments, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
